In reply to your Despatch No. 132
of the 23rd. ultimo, I have the honour to inform you that
on the 21st. February last twenty-two members of the crew
of the British 8. S. "Franklin" were summoned by the Master
of the vessel under Section 9 sub-section 5 (g) of Ordi-
-nance No. 10 of 1899 on a charge of impeding the progress
of the ship by refusing to proceed to sea, and with the
exception of three who were discharged were sentenced by
the Marine Magistrate to ten week's imprisonment without
hard labour.

I enclose a certified copy of the
Minutes of Proceedings and also a summary of advice given
to the men by the Harbour Master before he dealt with the
case in his capacity of Marine Magistrate. The defendants
had the usual facilities of appeal.
